[Architecture] Shutting down AWS infrastructure

In Toronto, Sandra confirmed that all Pilot sites have been updated to
1.1.0. (The "dashboard" spreadsheet lists Chickasaw as being on 1.0.0 but I
believe this is inaccurate / demonstrates why a manually-updated
spreadsheet is insufficient.)

If anyone knows a reason why the AWS infrastructure should not be shut
down, speak now or forever hold your peace. Otherwise, look for a eulogy
from me in the next week or so.

Reminder: per a decision from several months ago, all user data in AWS will
be abandoned -- there is no migration path.
