[Architecture] Jira Update

Hi, Alfredo:

As I said in the meeting, as long as there's an opt-out for the new editor
and as long as there are no other objections, I think we're OK for the
upgrade.  The staging instance will be very helpful in evaluating new
versions in the future, thanks for setting that up.
